Cooling Towers and Legionella

Legionella outbreaks are frequently linked to cooling towers that have been improperly maintained or neglected. Legionella bacteria is a naturally occurring bacteria, and is found in most natural water sources. When present in untreated and warm water, however, the bacteria can colonise to a dangerous level, and can become airborne through water droplets in the form of drift. The bacteria, when inhaled, can lead to outbreaks of Legionnaires’ disease, a form of pneumonia, which is particularly life-threatening to anyone with an already compromised immune system.

Cooling towers can make an ideal breeding ground for Legionella bacteria to grow. It is imperative that towers are regularly inspected to ensure all components are operating as designed.

Risk Management Plan Audits

The Public Health and Wellbeing Act 2008 and The Health and Wellbeing Regulations 2009 in VIC detail the requirements for the registration and maintenance of cooling tower systems. The registration of a cooling tower system is conducted by the Department of Health and Human Services who have the powers of prosecution under the 2008 Act.

The Public Health Act 2010 and Public Health Regulation 2012 in NSW detail the requirements for the registration and maintenance of cooling tower systems. The registration of the cooling tower system is conducted by the City of Sydney.

Failure to register a cooling tower system, prepare a Risk Management Plan (RMP), or have it reviewed or audited are prosecutable offences.
